I've answered this question a few times already, I'll put it here for reference. Everything here applies for generic mods, special mods might have different ways of getting installed. In such a case, refer to the instructions given by the mod creator. If there are no such instructions, either of ways bellow will work
MANUALLY
1) Download the mod from wherever you found it. This will typically be as .zip or .rar file. (As always, be careful about downloading files from the internet.)
2) Extract the mod. Your computer will have the tools to do this if it is a .zip, for something fancier you might need a utility program such as http://www.7-zip.org/
3) Drop the extracted folder into your mods directory. This is typically located in
../Documents/My Games/Sid Meier's Civilization VI/
The final file path should be something like
../Documents/My Games/Sid Meier's Civilization VI/Mods/MyFirstMod/MyFirstMod.modinfo
Do not replace the game files in the steam folder with a mod
4) Launch the game. Go to additional content and click to enable the mods you want if they are not already enabled.
STEAM
1) Find the mod on steam workshop and subscribe
2) Wait for it to download
3) Launch the game. Go to additional content and click to enable the mods you want if they are not already enabled.

Steam Subscribed Mods Not Downloading
- I'll try and see what happens. This seems like an awful workaround though. Steam needs to fix this ASAP. EDIT: Tried that. It seemed to redownload the content but Civ 5 still doesn't see any mods installed. The MODS folder in /MyGames/ where they should be is empty. Does steam place it somewhere else? (is there a temp folder for steam workshop?).
